The Volume Visualization View is a plugin and such only accessible when using MITK as a framework. However, when you look into the code of the volume visualization view class you will notice that is does not contain too much code and instead uses widgets from the MitkQtWidgetsExt module, which is totally accessible like any other MITK module from with the toolkit/library approach.
