I think you're probably right that this would be the "right" way to do it, but it sounds like it'd be a LOT of work to do. I've changed my mind on this too - If I were a new guy (eg. Joe), I'd just hack the simplest thing in right now, which would be the original single- ControlObject toggle mechanism that I originally suggested.
