Have you take a look at the mjpegpeg howto ?

Which commands do you use for encoding ?

You use very likely a too small video bitrate. 
1MBit at VCD size is not much. 
It you only want a MPEG1 use: someting like: ... | mpeg2enc -b 2000 -q 9
..... 

You have a lot of motion in the video, and that motion (of the water)
needs bandwith.
