Isn't this just a decoder/interlacing/source issue? Using something like yuvdenoise might solve this partly (it's a post-processing tool), but it's just something "in the signal", so not realted to your hardware at all... Yeah, I've seen similar behaviour in many cases, both in linux and windows. It can sometimes be solved by moving the card into the PCI slot next to the video card... Other than that, I don't know. Again, this doesn't seem to be driver-related... (I wish it was, then I could solve it).
