No, it changes the break point from one every 700MB to one every 650MB.
I.e. it always inserts break marks (sequence-end/sequence-begin)
regularly. You can only choose how far apart they are.  If you want no
break, set the interval to a value larger than the total size.

Yes, in general you want to set it to a value larger than the default.

BTW, VCD/SVCD lose some 600 sectors (8 seconds) to the first track and
the gaps.
