Ripmake is your source of the problem: it is NOT ABLE to produce VCD/SVCD because it passes completely STUPID and INCORRECT options to transcode. Even if mplex run will be successfull quality of the resulting video will be VERY BAD. Just don't use it, forget about it, read manual for mpeg2enc/transcode and use them directly - results will be MUCH better.
