Fortunatly my DVD Player (Gradient D-400) understands
16:9 SVCDs, doing the letterboxing correctly.

And what does happens vertically at playback time when doing letterboxing.
The black borders are not encoded in the movie and are added by
the player. How that sould influence the quality?
