Thats correct. mpeg2enc never did scale a image. For scaling you have
yuvscaler.
the format only sets how mpeg2enc encoded the images that are feed into
mpeg2enc.

That defines the mpeg version, and how mpeg2enc encodes the stream. Some
muxformats require special treatment when being multiplexed. And
mpeg2enc also takes care of that. You should usually use the same -f
option for encoding and multiplexing.
