A tool as you describe in your first mail is not existent in the
mjpegtools pacakge.
It sounds to me that you would like to have some kind of automatic scene
detection. That was done and the code can be found in lav2yuv (the -S
option)

Here they vary bay about +/-5 minutes. The ORF usually does not have
comercials in a show.

In lavrec the scene detection work's luma based (if I remember correct).
And that fails on fade in/out to black. most of the time. somtimes it is
very accurate.
