If electronic counter measures really worked THAT well, our fighter 
pilots
would never be shot down.  Don't think that the government hasn't spent
millions trying to make it work; missles can still hit our planes, ships
and all those other expensive toys.  Of course, the radar they're trying to
avoid is a bit bigger and more sophisticated than police radar.    I've
always kind of wanted one of those gigantic radar jammers from an
F-14...probably hard to mount inside the car.  It'd probably work against
police radar, though.   
        Better yet, if you could somehow put out a big electromagnetic pulse and
direct it behind you, you could disable a cop car in pursuit of you w/o the
cop knowing what you were up to. :)  OF course, you'd then have to shield
your own electonics from the pulse, and eventually the car is so heavy that
it won't be able to speed in the first place.  The other alternative would
be to have a satilite with an atom bomb on it in a geosynchonous orbit
above the 1/4 of the united states where you live, and to have some way to
detonate it ~100 miles above you on command, so that ALL the cars on the
road would have electrical systems fried by the gigantic electromagnetic
shock.  You'd still have to shield your electronics from the EM pulse, but
think of what fun that would be.  "Goddamn SUV shouldn't be tailgating.
Screw it, I'm using the bomb!"  or "The sign says keep right except to
pass, moron, I'm pressing the button!"  Heheheheh...
        Personally, I think that a sportscar designed w/ stealth technology
(rubber coated, black, weird angles and whatnot) would sell really well.
        Hey, if the government really wants to reduce the budget deficit, they
should start licensing out some of their technology to the automakers. :)

        And BTW, I do realize all of this isn't practical, because if you have 
the
money to do it, you can probably bribe the officer not to ticket you.
