Now that I think about it, this does make a bit of sense. My wife has a 99 Passat GLS Wagon (5-speed). It's build date was 3/99, we got it in April. We wanted interior/exterior colors that were hard to find, so we "ordered" a car from the factory. The salesperson who placed the order turned out to be blowing smoke up our asses. Our order didn't get picked-up before the end of the production run, which I believe was April/May. Happily, I was able to find another dealer (Trend in NJ), who got us the car we wanted in a trade with another dealer (the buyer ordered the car, but grew impatient and bought something else).
I have also frequented the B5 Passat forum on VWVortex. Last Spring/Summer recall people saying that the 2000MY cars were under being manufactured. So Donovan's probably right about his car.
