I have the same issue on my '89.  I posted on this a month or so ago and the
responses were that it is either a bad connection in the engine bay, or a
vacuum leak on the hose at the back of the cluster.  If the rest of your MFA
stuff is working, then it those seem to be the only possible culprits.  If
you figure it out, please let me know.  I just have not taken the time to
check this stuff yet.

I have tried switching onto the MPG computer while
driving on my 89 GTI 16v and all it shows is 9's. 
I've checked the readout when driving both short and
long car trips and it never seemed to work yet.  Any
