No cutting required.  You need a set of vice grips, a hammer, and a block of
wood.  also some paint supplies.

Take the vice grips and grab the inner fender lip and bend up into the
fender as far as you can.  Now take the wood and hold it on the outside of
the fender (it's alot easier if you remove all the plastic fender flares
first) to support the metal.  Use the hammer and bang away at the bent up
fender lip until it's flat.  I got mine flat.  You can check it out next
time you see me.  However all this bending and hammering will crack the
paint.  So get some sandpaper and sand down the area where the paint
cracked.  Clean it up with some varsol and then apply generous amounts of
rust paint to protect it.  Slap back on the plastic fender flares and you'll
never see the work you've just done.

Oh yeah....you'll have to trim the plastic fender flares in the same area
that you've just rolled the wheel arches.  Otherwise the tires will still
rub on the plastic.  I used a dremel for this.
