On my '92, the fuse/relay panel is located under the dash on the drivers side, to the left of the steering column. There is a hinged plastic door that you snap open to gain access. Don't recall which relay is for the wipers, but it's not too hard to get to - I replaced mine with an intermittent one several years ago.
