Here in PA there are "picture" vanity plates. I dont htink you get a choice of the number, but the background has a pretty picture on it.
Anyway - there was a plate that was a copy of some kind of oil painting of sailing ships (ala 1770's) duking it out with cannons. Its basically mud brown and black in color. The letters were black. I think the paint was even non reflective. That plate was nearly impossible to read even if I was standing next to it playing parking meter cop....
