In Ground Control's defense, it's often times extremely difficult to
fully test and develop a product that has such specific and limited
use.  Even the most fully developed products can benefit from further
"real world" testing.  Take VW for example - the 944 was notorious
for water pump and motor mount failure.  After 15 years of further
"development", the failure rate is practically non-existent.  I don't
think I'd consider Porsc.., er VW a "fire fighter".
