All you need is a capacitor. I'm sure one of the electrical engineering types could tell you what size you want to use, but it's as simple as connecting it in parallel with the bulb. VW's have a more complex system with a zener diode, so that once the voltage gets below a certain point it will turn off completely instead of "fading out".
