to take just the plastic part off and leave the metal you have to take
the grill off (you might not have to, but it makes it easier) then get
under the car and pinch the little tabe together that press through the
rebar. once they're compressed you can wiggle the plastic cover off.

There are also 2 slide clips (one on each side) that he should be able
to free the bumper from by wiggling the bumper cover.

Personally I find it's easier to just take the whole thing off (rebar,
bumper brackets, everything) and then put it back together piece by
piece.  Bumper brackets first, then rebar and finally clip bumper cover
in place.  Be careful though that the nuts welded to the back of the
bumper brackets are as soft as butter and I've already spent $120 in
bumpr brackets in the past 3 months trying to put the whole bumper back
on as 1 piece (hence the piece by piece method)
