well, first of all, you dont need to keep replacing it.  its for the o2
sensor heater, which doesnt really do anything once the car is warmed
up.

your problem is a short in the o2 sensor heater wires.  if you spliced
in your own o2 sensor, there's your problem.  if you paid someone to
splice in a sensor for you, slap them for doing a sloppy job.  if thats
not where your problem is, you'll have to trace along the heater wires
looking for a short.  unfotrunately, since its intermittent, you might
not find it right away
