Sounds like the transfer pump in the tank is shot. I had the same problem on my 
8v GTI. It is an easy fix, less than 1 hour.

       I`m getting ready to put a 2.0l block with a 1.8l 16v head in my 1986 
Jetta GLI 8V with a CIS-E but a have a problem with it that needs to be fixed 
first ( not enough money to do it all right now). On a hot day, after an hour 
in traffic ( the stop an go type ), the engine will start to miss and will die 
after a minute or so ( go from 500rpm to 2000rpm back to 500rpm and so on)
  it wont take any throttle input at all. It will restart right away but the 
problem will reoccur minutes later. The next day it`s fine until it heats up 
again, It has never overheated.
   My mechanic says it could be the ignition module the computer the ..... I 
have replaced the "hall sender", the spark plus and wires the fuel pump (the 
expensive one) and I have redone all of the grounds in the engine bay ( I hope 
) but nothing has worked.

                                                              Please help Chris

  P.S the wife will sell it if it is not fixed she has been stuck twice and is 
really pissed of at it...
