The "V" mark is at 6 degrees BTDC, and is meant for non-adjustable timing 
lights. So the following two ways are equivalent:

(a) Set the light to 6 deg and use the "O" mark

(b) Set the light to 0 and use the "V" mark. Which essentially corresponds 
to using your new adjustable timing light as a plain old dumb non-adjustable 
strobe, so why would you want to do that?

Better yet, use the "O" mark and set it to 10 or 12 degrees... I was very 
pleased with the result.
