Well there was an earthquake in SF in the 60's, and he talks about the Lockheed Tri-Star and the Mcdonald-Douglas DC-10, and those are all 1960's era planes. Also missing is any mention of Airbus. At the beginning it says its a direct quote from the Congressional Record. Last real clue is that he mentioned draft-dodgers.

That said, its still a very powerful message, and it still holds true today.

SF had a rather large earthquake in 1906(?) as well, which is what he's
talking about, I guess.
