Denis, the head light switch on my 91 Jetta does very little, its almost
worth not having.
My Jetta has Day-Time Running Lights, so the head lights and parking
lights are constantly on.  The switch only has one setting, and that is
on or off.  
When the light switch is in the off position the head lamps run at a
lower wattage for the day time running lights.  When I turn the lights
on there is almost no difference in lighting.
It is super easy to disable the day time lights, but then I cannot
contol the parking lights seperately.
