VA is fairly strict on brakes but brake squeal isn't indicative of wear. So long as your pads are within spec (don't remember what that is), you'll be fine.
Exhaust systems are a PITA. Since you're installing an entire system, simply cut the old system apart instead of trying to disassemble it. When you install the new one, use black RTV or similar on every exhaust joint.
