It's a good bet that if they show continuity (check with an ohmmeter across the two wires) they're good. I don't know whether the seats get full 12V power, but I'm guessing probably yes; a look at the wiring diagram for the Passat would tell the story. If so, just clip lead directly to a battery and see if they get warm...
