From your description I had the exact same problem. My hesitation was
most noticeable under WOT above 4K RPM. Turned out the Nology
Hotwires installed by the PO were shot, kaput, gone.
New OEM wires and it's a whole new car.
YMMV,

My friend's 1987 16v GLI is having some problems. The car runs
fine, makes good power, etc 90% of the time. However, once in a
while it'll randomly lose power and start stumbling and hesitating
really badly. If he turns the car off and back on again, the problem
goes away. It seems completely random. Any ideas what it might
be??? It doesn't seem like there's a vacum leak anywhere...
Only other thing that might be of interest is that the head was off the
car this summer because it overheated and trashed a head gasket.
The VW dealership he had it done at said the timing belt was off a
tooth and they fixed it. Replaced the fan thermoswitch at the same
time.
And on another note, if anyone wants to trade my clean-ish Audi
5000 turbo quattro for a clean A2 or scirocco, let me know. I want a
nice simple, light car for autocrossing and driving to work when my
(newer) Jetta GLX is having repairs done to it...the Audi is just too
complex to keep around as just my spare car.
