I have removed several Mk3 SW and don't recall using any special tools. I have several types of pullers so it is possible it slipped out of memory. Just loosen the nut about 3 turns and give the nut/shaft a pop with a hammer while pulling up with both hands on the rim of the wheel (use your knee for the third hand).

All,
If anyone in SE michigan has the tool to remove the splined steering
wheel adapter on a Mk3 Jetta PLEASE let me know. Otherwise the car
is getting towed to a repair shop tonight for a bad ignition switch. :(
