You can check the pressure in the fuel line entering the fuel distributor. Maybe the main pump isn't running (you are hearing the in-tank pump possibly)? Running for only a few seconds after turning the key is normal. The fuel distributor is mechanical, with the electronic part used for fine adjustment. You could see if the plate moves up and down freely. Run the pumps by jumping the fuel pump relay with a wire for testing if you have to.
