The transfer pump is a commom problem and the symptoms being described could
be a number of theings.
But I'd rule out the common ones first.
The only reason why I'm pretty sure its the transfer pump is because I've
had to replace them on each of my Jetta GTXs.  Transfer pumps act
differently when they're on their way out.
If you do decide to change the transfer pump I would recomend getting a
Pilberg (sp?) pump, they're less expensive than the Bosch ones.
