You might try the following low cost solution since this is a new (to you) car:
Remove the front disc from the hub
Clean the hub contact area on the back of the brake disc
Clean the hub where it contact the brake disc
Make sure the brake pads/caliper assembly isn't frozen in place
Reassamble and torque the lug nuts as specified in a cross pattern
Test drive.
If you have a dial indicator, you can measure for disc runout, per Bentley specs.

Just got a new daily driver. Its 1 92 Jetta GL with 173K on it. It has a
slight brake pulsation. Is there a way to tell if its the front rotors, or
the rear drums?
