The best glue IMO is 3M General Trim Adhesive 08088. You have to remove all the old crumbled foam/glue first though. There is a pretty good detailed writeup of how to attach the headliner at:

I just (Saturday) finished re-doing the headliner in a 92 GTI. I had to use an aftermarket headliner fabric w/the foam backing. I'll let you know how it holds up (literally).

Super 77 but that didn't seem to work too well.
