[a2-16v-list] Question About Big Bumper Clips

I have a question about the clips on the fender that the big bumpers
mount to.  I can't get these clips to stay on for some reason.  Every
time I would mount the bumper back on they would pop out.  I used an
adhesive to make them stay on, but, the popped off again when the lower
part of the bumper hit the ground in a friends driveway.
 
Have any of you had similar problems?  Does anyone have ways of securing
these clips??
