What model and year is your car? The '90-'92 Golf/GTI/Jetta/GLI have a relay (#10) that's energized when you turn on the light switch. That allows +12Vdc to flow to 4 fuses, #1 & #2, left and right low beams respectively, and #11 & #12, left and right high beams respectively. The relay is also energized by the headlight flasher incorporated in the turn signal switch. Do the lights come on when you pull the turn signal stalk towards you? If so, then it's the main headlight switch, if not, it's the relay. SInce you say none of the none of the headlights work, it's not likely that all four of the fuses are blown. The '89 and older cars don't have the relay. The power goes directly from the main switch to the same 4 fuses #1,2,11,12. So if that's the case (your car is an '89 or older), then the switch is most likely bad.

I am trying to decipher the Bentley but it doesn't seem to indicate that
there is anything between the switch and the fusebox.

There's the relay #10 if it's a '90-'92, nothing if it's an '89 or older.
