Agree with Tony on the tail light fix.  Some stuff on the market called Geocel 
2320 works well too.  It'll stick snot to a chicken's lip!

When it comes to the vapor barrier, a 3mm Contractor Trash bag, some Gorilla 
Duct Tape, and 3M Super 77 or High Strength 90 spray adhesive will do the 
trick.  Did mine back in 05 and nary a problem since and the car sits outside 
in all sorts of weather.
