That's so depressing - Historic/Classic.  It's interesting to hear that NJ 
forbids modifications to these types of cars.  Given their age, I'd venture to 
say that aside from Garage Queens or Barn Finds, virtually all Historic/Classic 
cars have been modified in one way or another.  

Go find some nice 13" steelies and photo-chop the car at "Rally" height.  Send 
it in and see if anyone notices that either - the wheels would be stock but not 
for a GTi...
