I like your idea that it is a set of flags indicating which
sections it is in, but I don't think it can be true.  These
are not on individual points but on whole classes of points.
Also it is always true that eg. 0xb is a city, so there is no need
for anything else to say that.  Since mdr5 is also for cities, 00
overlaps with 03.
