According to the cgpsmapper manual revision 2.5. page 45  Point 4.4.3  
Using level when defining map objects ,
cgpsmapper could compile maps in that requested way, if you provide 
input which is prepared for this.
Although the standard use is to have different shapes of an object for 
different levels, it is possible to have map objects only on distinct 
levels..
if you e.g make entries in the mp-file like this:
