Added support for "carpool lanes". Any way can now be flagged as a "carpool lane" by giving it a carpool tag (e.g. carpool=yes). If the GPS is set to avoid carpool lanes, the way should only be routed through if the vehicle type is emergency or bus. If the GPS is not set to avoid carpool lanes, the way will be used by any vehicle type.
