0x3000 does not show up in the Community menu, not even in All Categories.
It occasionally flashed on the test map (at the tile border) as a brown
building, but I was unable to select it. So, 0x3003 it is.
An alternative would be 0x3007 (Government Office), which is already used
by amenity=public_building.
