AFAIK the contour feature was never finished, it worked only within the
bounds of a single tile of SRTM data.
If you want contours, use srtm2osm and add them to your data before
calling mkgmap. OSM Composer is a GUI that can handle this for you. You
can also use Groundtruth which has integrated contours.
