Since mdr7 only contains street names and not any location or any other information, I've always thought that it must have to go via the net section. I pretty much proved that when I was fixing the sort order of the sorted-streets part of NET. If you don't sort them at all then it can't find any street. So I think it looks up the street in NET via the sorted names and then once it has found the street in NET is has access to the zip. But I'd not fully thought this through until you mentioned it, this must be how it finds the city too - and I have not looked at that part of the format.
