For what it is worth, I tested the option with styles derived from
--style=routes. The styles only contain a "relations" and a "lines"
file, and they were processed just fine.
The style-driven processing of relations is not affected by the option.
The option only disables the built-in processing of relations, which is
independent of the style definition.
