  but I guess I could convert it to .img tiles and let the end users 
  download and combine the topo tiles with the OSM .img tiles to a 
  gmapsupp.img.

Indeed - I have topo data in the US that I use in a separate .img
(oregon) or combine (etrex).  The data is from NED and hence public
domain, but still I have found it convenient to just have the pre-made
file and combine it with fresh osm data every month or so.
