is that a bug or can i just not figure out what it's good for?

i'm trying to use the --make-all-cycleways option in my maps and just
can't make sense of the access tags this option sets to highways. the
original highway gets bycicle=no, which makes sense. the new "virtual"
cycleway gets access=no.
