Yes.  I think what's going on is that in the actual bits, there is (more
or less) a 3-bit field that specifies the level index, and then a table
of 6 levels, so you can't really encode arbitrary levels.  I'm not 100%
clear on that, but I think the above gives you a useful mental model.
