I think so - but I'm not sure ... I add elevation data to the osm data:

sh /home/kto/Freizeitkarte-Entwicklung/tools/osmosis/bin/osmosis  --read-pbf
/home/kto/Freizeitkarte-Entwicklung/source/Kartendaten_Freizeitkarte_Schweiz.osm.pbf
--read-pbf
/home/kto/Freizeitkarte-Entwicklung/source/Hoehendaten_Freizeitkarte_Schweiz.osm.pbf
--merge --write-pbf
/home/kto/Freizeitkarte-Entwicklung/source/Freizeitkarte_Schweiz.osm.pbf
omitmetadata=true

Does this osmosis call leads to a sorted result file ?
Does someone knows this ?
