I thought that the 'correct' handling of missing nodes in ways is to 
pretend that the nodes do not exist. Only if the way is not closed 
(start and end node ID differ), the polygon would be omitted.

FWIW, I sometimes see complaints in stderr or stdout about missing nodes 
when I fix problems in JOSM.
