This seems to be an old bug ... I'm able to reproduce it with BaseCamp 4.0.2 (Windows) and a map (Freizeitkarte Deutschland) from February 2013. But it seems that I'm not able to reproduce the effect with BaseCamp 4.2.1 (Mac) ... peculiar.
