Hi, Frenchman here, Yes, there was a lot of work going on on the national boundaries around new year's eve. If I got it right, the admin_level=2 relation for France is now a group of all boundaries, metropolitan and overseas. The metropolitan boundary that is missing in the boundaries file is now an admin_level=3 relation.
