To get a newline, you can put an actual newline in the string:
amenity=fuel & fax=* {set mkgmap:phone = 'phone: ${mkgmap:phone}
fax: ${fax}' | 'fax: ${fax}'}
I've no idea if it will actually be displayed, I suspect not
since I have a vague memory of the question being asked before.
